A.) This bill introduces & enacts clarity & consistency in the Colorado state's landfill regulations as well as waste acceptance policies not to mention landfill waste regulations, allowing what is acceptable as "waste" (IE Horses, cows, cats, dogs as well as humans; dead or alive.)
This bill redefines & clarifies animal and human remains alike as "bodies" of which are both made out of similar materials and animals are already acceptable at landfills, defined as "agricultural waste", "Special Waste". This bill asks landfills to accept a limited amount of human remains classified under current acceptable wastes IE: Special Waste and/or categorized under "agricultural waste".

B.) This bill would allow by creating "consistency" in all landfill regulations and waste acceptance policies where specific landfills that already accept "BODIES" in any form IE horses, cows, cats, dogs can start accepting human "bodies" as waste in the same manor as they already accept horses, cows, cats and dogs.
Under this bill, a "BODY" is a body, regardless of species and if a specific landfill accepts "bodies" as waste, is constructed to accept such types of waste, then it is "reasonable" and "logical" to allow these specific landfills to accept human "bodies" in amounts not to exceed the total amount of "bodies" allowed under current regulations and waste acceptance policies.
Under this bill, a "BODY" is a body, regardless of species and if a specific landfill accepts "bodies" as waste, is constructed to accept such types of waste, then it is "reasonable" and "logical" to allow these specific landfills to accept human "bodies" in amounts not to exceed the total amount of "bodies" allowed under current regulations and waste acceptance policies.
C.) This bill would also allow the acceptance of human "bodies" despite and regardless of the discriminatory and biased nature of religious morality, or the inequality of superiority complexes based in human psychology, without the biased and infringement of other's religious, moral, ethical, beliefs as upheld in the United States Constitution.

Without any moralistic, religious influence being inserted within the professional decision-making process in all stages of such, no personal beliefs, morals, or standards may enter into, unduly influence ANY part of, in ANY stage of the professional conduct of business and ANY transactions made during all aspects of the "usual conduct of business" in the course of.....conducting business and financial transactions between the "person accepted as waste" and the designated and specific landfill(s) which show within their "waste acceptance policy" that they already have and do accept "bodies" ( alive or dead) as a form of waste. (Animal "bodies" are still a form of "bodies" regardless of classification as a type of waste and if any landfill already has and does offer to accept animal bodies, then the landfills which do this, can NOT refuse, for ANY reason, be it discriminatory, or ANY other reason, ANY human "body";

4.) or all of the above

To:
1.) Either be transported to the specific landfill to be accepted as waste
Or
2.) bring themselves to the specific designated landfill of choice for the sole purpose of being accepted as waste so to accomplish alternative burial arrangements that are financially affordable and financially suitable to their incomes as an alternative "body" disposal "option" to the "usual", unaffordable, financially unregulated, financially burdensome, funeral costs presented by the seedy, greedy and often times unscrupulous funeral homes within the great state if Colorado.
Landfills already;
A. Accept horses, cows, cats, dogs, as either "agricultural waste" or as "unregulated waste" (if the cat or dog is disposed of in a household refuse container)
B. Animals are classified as "bodies" as any human would be if accepted at any Colorado landfill.
C. If the landfill is built to accept "bodies" IE Horses, cows, cats, dogs, then the landfill CAN accept humans in limited numbers, due to the scientific fact that the earth can't tell the difference or make any distinction between one type of "body" and or species between one and another.
D. Already accept "ANYTHING" that is inside if any black plastic trash bag, as long as they can't tell what is inside that bag.
E. Trash collection companies already accept "ANYTHING" that is inside of their waste disposal containers as "unwanted property" including a human body under an unspoken rule of "waste collection"
F. Can already accept any human "body" dead or alive, as "waste" if the landfill's waste acceptance policies dictate and specify that they CAN and DO accept the "Bodies" of Animals regardless of "species", (since a "human" body does "qualify" as a "species" of "Mammal" which CAN be "interpreted" in reasonable, legal, logical language, as "Acceptable" forms of wastes and under reasonable and "consistent", unbiased and non-discriminatory manors under the current landfill regulations, landfills already can, by their own choice, legally and ethically accept any human "body" if that individual wishes for the landfill to "accept" them as a form of waste, as they are, (in the condition of arrival and or after consumption of prescribed life-ending medication under house bill 15-1135.)
This bill is related to Colorado House of Representatives Bill (15-0019-01)
15-1135 as an alternative method of both death and subsequent burial due to the afore mentioned bill containing such interpretive language within it; IE:

"Any person" who participates in the life-ending process, including a physician who prescribes life-ending medication to an individual with a terminal illness, is protected from civil and criminal liability and professional disciplinary action if the physician or "other person" ( *Side note: this includes Trash truck operators, landfill workers, trash collectors, and ANYONE operating any compactor) acts in good-faith compliance with the requirements of the act (bill #: 15-1135) The attending physician is required to:
Determine that an individual is suffering from a terminal illness, is capable, is making the request voluntarily, and is a Colorado resident.

The bill (Colorado house bill 15-1135) specifies that life insurance, health insurance, or accident insurance, or annuity policies can not be affected by a terminally ill individual's request for or ingestion of, medication to end his or her life and THIS bill specifies that the subsequent use of the services of a trash collection service/ company, the waste collection equipment, the equipment operators, their families and friends,
The services provided by any Colorado landfill and any piece of operable equipment currently in use by any of it's employees, or their families and friends.

A. I could order and receive the life-ending medication but never actually take it ( due to this bill's language stating that the terminally ill individual may choose the "method" of their death as well as the "timing" and location as well, which is a given assumption.)

Requirements of this bill

A. A designated and specific paper form shall be presented to the qualified person(s) to fill out stating their name, age, date of birth, social security number, current address and phone number, height, weight, eye color, hair color, race, current date, date which they wish to be either "collected" or the date which they will arrive at the designated landfill, (transported by either an independent junk, garbage or other related contractor) or by friend or relative;
Form MUST be signed by: Attending Physician, Independent witness, the garbage truck operator(s), the garbage collection company owner or regional manager, the landfill director, the transfer station director and transfer station manager, as well as be signed by two county commissioners, the person or persons wishing to be "accepted" as
"Waste", as well as a notary public before being allowed to proceed.
Form MUST be signed by: Attending Physician, Independent witness, the garbage truck operator(s), the garbage collection company owner or regional manager, the landfill director, the transfer station director and transfer station manager, as well as be signed by two county commissioners, the person or persons wishing to be "accepted" as
"Waste", as well as a notary public before being allowed to proceed.

Person or persons wishing to be "Accepted" as waste and or wishing to be "Collected" by any garbage collection company which will transport this "special waste", "agricultural waste", or unwanted property as "unregulated waste" (only classified as such depending on the location from which collected from) must provide the trash collection company of their choice, payment for the collection company services to be provided, the required landfill waste acceptance fees required by that specific landfill,
(Just as any other waste collection company requires form of payment for services to be provided and can be limited to a total cost not exceeding $172 per person (Landfill acceptance fee only, waste collection company may charge not more than usual "service" fees for the collection of the qualifying individual and other waste items but must also collect reasonable and "normal" Landfill waste acceptance fees in accordance with that specific type of waste by classification, as per the established waste acceptance policies of each and specific landfills) not including items brought to that specific landfill or waste collection company at the side of, rear of or prior to loading in the waste collection vehicle, for disposal as required by each specific landfill)

C. Anyone who desires to be "accepted" as waste by a landfill may pre-arrange for any type of transportation to that specific landfill and when such means aren't readily available, the landfill may make suggestions as to which trash collection company will agree to offer their "services" to provide such paid transportation either to a transfer station, a waste-to-energy waste incineration plant, or directly to the accepting landfill when applicable.
D. Each waste collection company has to inform each person asking for these services where the trash truck operator will be transporting them (and any of their items provided for disposal) to, be it a transfer station, a landfill or to a waste-to-energy incineration plant prior to loading the person or persons into the trash/garbage truck, so that the inquiring and qualified individual may choose where their final disposal may occur and by which method.
E. Anyone wishing to enact the use of this legislation, needs to qualify by one or more of the following standards;
1.) Person MUST have a medically recognized disability IE: a mental illness that interferes with normal living function
2.) Person must have a terminal illness which is incurable and thus will cause that person to perish in a determinable and limited amount of time (person may qualify under the requirements and determinations under Colorado bill 15-1135 and when that person's income also prevents them from affording traditional funeral burial arrangements)
3.) a.) When a person has been medically determined to have a medical disability that will cause that person to live in or eventually live in an undignified manor or fashion
b.) where that person MUST live in a bedridden condition perpetually for the remainder of their natural lives

4.) When a qualifying medical physician, IE a family practitioner, "Primary Care Physician" or other qualifying attending physician, writes a prescription for life-ending medication and the qualifying person can not afford to be buried in traditional fashion just prior to death or any time after death, may choose to pre-arrange their "disposal" and not take the prescribed life-ending medication and opt to allow the compaction components of the chosen waste collection vehicle cause them to perish, be transported to the final disposal site or sites at which time their body, be it still alive or not at the time of arrival at the disposal site, will be treated to either "the usual conduct of usual procedures" in the course of waste processing or can pre-request for "immediate cover" upon arrival at the final disposal landfill site.)
5.) Any person receiving such qualifying federal incomes as SSI, SSDI and or Social Security retirement and do not wish to financially burden their friends and immediate relatives for burial and other final expenses.
F. According to current landfill regulations, all landfills and employees MUST inspect each and every item in each load to check for unacceptable items prior to acceptance.
1.) This includes all human items to be inspected for unacceptable items which may or may not exist on their person, regardless of what that human item has on it.(example: upon arrival at the landfill, in a pickup truck load of items to be disposed of, the duty of the scale-house workers is to thoroughly physically and visually "inspect" ALL items brought to the specific and designated landfill, this includes ANY person, alive or dead, for the appearance of ANY unacceptable items, prior to acceptance and subsequent transfer of payment within the "usual conduct of business transactions related to this bill.)

G. Once the landfill has accepted the person as waste, the landfill can arrange transportation to the landfill and add the costs of that transportation to it's fees initially charged and bundle all costs together with all applicable taxes in one reasonable fee.
1.) The landfill and or the person being accepted as waste, may also assist in choosing the type of trash collection equipment vehicle that comes to collect him or her.

1. The proprietor of this bill has talked to several landfill managers and scale-house employees and recorded the calls to be able to reference the information stated.

Each landfill has speculatively stated how my own personal "disposal" would go if I were approved and "accepted" as waste as categorized under either "Agricultural Waste", "Special Waste" or if I was in a daycare trash dumpster or household trash container, I would be "accepted" as "Unregulated waste".

Landfills could be allowed to legally accept "human bodies" as a form of waste classified under "Agricultural Waste", "Special Waste" or as "unclassified" waste if I were to climb into a daycare waste receptacle, an apartment waste receptacle, or a household waste can put out at the curb. 4. Several trash truck drivers in Colorado driving for several waste hauling services have already said that they would simply accept that "whatever is in that dumpster, is assumed to be "unwanted property" to do with as they see fit.
To the contrary I have also spoken to several other trash truck operators that wouldn't want to accept me as waste in a load. A few of them cite religious reasons sometimes. This bill aims to change that for those people.
